Administrators can define a startup order or priority for each pluggable database (PDB) where the most important PDBs are started first. The priority is applied to PDB opening order and upgrade order as follows: (1) Restoring PDB states when opening the CDB (2) Setting PDB states when using the PDB OPEN ALL statement (3) Setting the order for PDB database upgrade operations (4) Starting PDBs in an Active Data Guard (ADG) switchover or failover.
Business Benefit: This feature allows critical PDBs to start and open before less important PDBs, reducing the time for the critical applications to become usable.
Notes: For all offerings using Oracle Database 19c or later, if you are not licensed for Oracle Multitenant, then you may have up to 3 user-created PDBs in a given container database at any time.For all offerings using Oracle Database 12.1 through 18c, if you are not licensed for Oracle Multitenant, then the container database architecture is available in single-tenant mode, that is, with one user-created PDB, one user-created application root, and one user-created proxy PDB.The following policies apply to all Oracle Database releases that support Oracle Multitenant (Oracle Database 12.1 and later):Free: Included option; you are licensed to create up to 16 PDBs, however, the actual number of PDBs you can create might be less due to Free resource limits.EE: Extra cost option; if you are licensed for Oracle Multitenant, then you can create up to 252 PDBs.ODA and Exa: Extra cost option; if you are licensed for Oracle Multitenant, then you can create up to 4096 PDBs.ExaDB/CC, BaseDB EE-HP, and BaseDB EE-EP: License included option: You can create up to 4096 PDBs.
